The window should be impossible to resize below a certain width and between that width and the width requiring a scrollbar the scrollbar should become more sensitive. Confirming... BTW, what you are seeing is bug 312247; the workaround that was landed for that bug mitigated the problem, but it did not eliminate it. This is also the same problem as bug 435652, but that bug was filed for the Suite.
