Hopefully this bug goes into Themes. This problem is seen on all platforms.
Set the theme as 'Classis' in Edit->Prefs->Appearance.
Click on 'Add->Customize Sidebar' menu item in Sidebar
Observe that the 'Customize Sidebar' dialog opens up with the 'Cancel' button
and the Up/Down arrow buttons on the right side appearing partially cut.
On Mac, the Up/Down buttons do not appear at all ( and the dialog cannot be
resized) so you just cannot reorder the panels.

I don't see this happening anymore... if anyone else still sees this, let us
know, or else I'll close this bug shortly.

nope, seems to have got fixed with time. Marking as such.
