Hopefully this bug goes into Themes. This problem is seen on all platforms. Set the theme as 'Classis' in Edit->Prefs->Appearance. Click on 'Add->Customize Sidebar' menu item in Sidebar Observe that the 'Customize Sidebar' dialog opens up with the 'Cancel' button and the Up/Down arrow buttons on the right side appearing partially cut. On Mac, the Up/Down buttons do not appear at all ( and the dialog cannot be resized) so you just cannot reorder the panels.
