When composing a new message, Message Compose warning/radio pops up, warning of improper character encoding ("The message you composed contains characters..."). Selection buttons appear, offering "Send in UTF-8," "Cancel," and "Send anyway" options, that are all disregarded. Pop up returns several minutes after being dismissed.

Steps to Reproduce:
1. Open Compose window
2. Start composing message
3. Take more than 5 minutes to compose message
Pop-up window should only appear after message is Sent.
