Form controls don't fade out on backgrounded windows

In all other OS X applications, windows that are not in the foreground have their controls dimmed. In firefox, the focus selector is removed but some controls like the <select> and radio buttons do not gray out like other applications.
OS X dims these controls because click events are not passed to background windows when they are clicked to focus.
Reproducible: Always
Steps to Reproduce:
1.View a webpage with a radio button or select flydown
2.Apple-Tab to bring another window to the foreground
Actual Results:
The select flydown and/or radio buttons are not dimmed
Expected Results:
The select flydown and/or radio buttons should be dimmed indicating they may not immediately be clicked.
