Customize Sidebar not working

1. Start Mozilla M16
2. Click on Add -> Customize at the very top of the sidebar
3. The Customize Sidebar window appears, but the frames for "Available Tabs"
and "My Sidebar" are completely blank. They are not blank on Linux.

this bug is actually a dup of bug #35480 set locale problem.
It is the incorrect creation of locale variables that is causing the cutsomize
box no to populate. - jgaunt
