with custom themes zooming is rescaling scrollbars.

Reproducible: Always

Steps to Reproduce:
1. install and applay custom theme ie. https://addons.mozilla.org/pl/firefox/addon/7249
2.open any page ie. http://www.mozilla-europe.org/pl/firefox/
3.zoom in page and watch scrollbars - they are getting bigger and bigger.
Actual Results:  
scrollbars are too big - there are rescaled

Expected Results:  
scrollbars should be normal size, not rescaled

with default theme bug do not occur,
