Attempting to download free "Excel Viewer" from Microsoft site. I got 65.5 MB done (out of 74.1 MB), resuming four times in the 10+ hours it took to get this far, but can't complete the download. (I made a copy of that 65.5 MB file and I replace it in original location before each resume attempt, since starting over destroys it.)
Reproducible: Always
Steps to Reproduce:
1. Copy my partial file (which unfortunately would take 10 hours to upload here) to whatever directory you use for downloads.
2. Go to the above URL and "Save as" that same file name.
Actual Results:
Download starts over from the beginning.
Expected Results:
Download should quickly "rush ahead" to 65.1 MB, then resume from there.
Loading the above URL will start the download immediately. However, it has a link labeled "after 30 seconds, click here to start download" which produces the identical result.
Cross reference: bug 230870 created the resume feature I am trying to use.

do you see this with version 3.0.5?
perhaps a variation of bug 435799?

I haven't been able to reproduce it since you posted that, but then, it only ever seems to happen with large files (> 20MB or so). And I have been using the Download Manager from java.sun.com as a workaround.
I'm pretty sure this is a duplicate of Bug 254544.
