Firefox's Safe Mode initializes a restart before final-ui-startup is dispatched. Components reacting to final-ui-startup won't be able to do much productive work anyway, but can potentially be confused (see e.g. bug 409115). So why not just omit that notification (and maybe whatever we do at the same moment, as well)?
