can't load pages

Since about 06.07.2000 (6 july) I can't load following pages:
www.bluesnews.com (don't load left frame)
www.avp.ee/Rus/index.php3 (but www.avp.ee (same, but not cyrillic) loads)
www.f1-racing.ru
last tested build is 2000071108

THis bug contains multiple issues. This makes it extremely difficult or
impossible to assign the bug to the proper component or developer. It also
makes verifying any fixes difficult. Please report these s bugs as seperate
reports. Thank you for you help in testing Mozilla and reporting bugs.

I'm not a programmer, I just test Mozilla and have troubles to load those
pages. I can't tell are those issues the same or different.
So please do it yourself, but if you do not need my reports I'll just stop to
write them. :(

mozilla, test it, and report bugs. We do appreciate your efforts. I'll focus
this bug on the bluesnews page. This is a Frame bug and belongs to the
component HTML Frames (you can see the different components at
http://bugzilla.mozilla.org/describecomponents.cgi?product=Browser )

Thanks Eugene! This problem is already reported as bug 45288. It turns out
that in each of these cases, there is a frame inside a frameset with a <META>
tag that specifies a charset. This currently causes the pages to not display.
I have a fix for this in my tree that fixes all fo these test cases. It
still needs a code review and approval.
