I've applied changes to qm-ref-tiger to make tiger talos machines fully rebootable (as per bug 419938). We need to take an image from qm-ref-tiger and have it become the standard talos tiger image.

In case this has been done already, I just made another change to the ref tiger machine that needs to be in the 'official' image. We need an image post September 16th.
