Whether bug 449157 says about UI controls?
I see it is only saying about <VIDEO> html tag "loop" attribute.

Your link to the WHATWG mailing list in comment 1 doesn't mention user interface, it asks if an attribute will be implemented, hence my question.

Ah. In that case, I think this is WONTFIX. It's of limited utility, and would lead to UI clutter. If a looping video is annoying, you can simply stop it.

Really for the other way. ie for something you want to make it repeating.
