WinNT-Cannot backup cert unless overwriting one

Details
1.) Get a cert from https://oldmonk.red.iplanet.com:3003/DirUserEnroll.html
2.) Open PSM, click on Certificates, and then on the cert.
3.) Click on backup, and enter your passwords.
4.) Enter c:\temp\backup.p12 and click on OPEN (there is no Save button).
What happens: I get an error - File not found.
If the file already exists, I could successfully overwrite it.
