Using Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9.1b2pre) Gecko/20081024 Mnenhy/0.7.5.20005 SeaMonkey/2.0a2pre with the new Default (Classic) Theme the Password-Manager is still listed and working in the Tools-Menu. Are you using an different Theme?
This is a well-publicised problem with l10n nightly builds at the moment. Password manager and download manager are both not functional in l10n builds due to requiring build changes that we haven't done yet. See http://groups.google.com/group/mozilla.dev.l10n/browse_frm/thread/6313a746ae119d04# for more information.

I'm using the classic theme. In fact this is a localized version and I already found out that the Manager itself is not functional (can be tried to open via the preferences which results in an error of course), but I didn't think the visibility in the menu is affected by that. I would have expected it being visible and giving the same error as by opening via the preferences and couldn't find any "well-publicised" comments on that, everyone just mentioned that the manager itself is broken.
P(In reply to comment #3) PS: On the contrary to the password manager the download manager IS visible there (broken, too. of course.), but it's visible, that's why this is so confusing and the password manager kind of missing there for me.
