See testcase, it seems to me that at least parts of the context menu for the fallback content for the audio element are wrong.
Or perhaps, the whole audio context menu should not be there.

Well, "Mute" and "Show Controls" seem at leas useless for audio that isn't there.

Hmm, why is the audio fallback text even being displayed here?
I suppose we could disable context menu entries that can't be executed because no media source is actually loaded.
