'Delete' does not delete stuff in Cert Mgr | 'Authorities'

Details
You can select an entry in this tab, and delete it. It will disappear from the window, but close the window and go back into it and the entry is back. I'm not sure whether you're meant to be able to delete authorities or not. If so, it's not deleting them. If not, the Delete button should be greyed out.
