This just happened on me when installing Firefox on a friend's machine. I remember downloading 3.0.5 zh_CN installer, after passing all the UAC controls, I get characters with incorrect encoding appearing on-screen in the NSIS installer. I kept clicking my way on and zh_CN safely installed, and 3.0.5 runs well with correct characters. This occurs with 3.1 beta 2 as well. I checked latest l10n nightlies of zh_CN and zh_TW on both 3.1 branch and trunk (iirc latest trunk l10n was mid-Dec 08 and 3.1 l10n branch was early Jan 09) and they do not show proper characters. Vista Home Premium, English language (Singapore), location Singapore, and more importantly, fallback locale is English (Singapore).

I'm wondering if the fact that the fallback locale is non-zh_CN / non-zh_TW makes this bug invalid, but then again, this makes for a bad user experience. People in Singapore tend to be bilingual though most tend to opt for an English UI, some folks do opt for a Chinese one and may not want to alter their fallback system locale for an installer alone. In any case, non-technical users might not even know what a fallback system locale is, much less what it is set at, and this bug at the installer-level occurrence might turn them off installing and trying Firefox.

Perhaps this might be a dupe, no wonder I didn't find any seemingly-relevant open bugs. Removing nominations, and reducing severity. Feel free to dupe-ify if this is indeed a dupe.
