To clear things up, it's not specific to the 1.9.0 branch but affects all versions.

That is the same underlying issue as e.g. bug 12460, or the impossibility to copy text in a GC element (I thought there was a bug on that, but I can't find it).

After considering bug 544710 I will confirm this bug, because there is difference between content:url(image) and background in generated content.
Bug 424628 as I remember was for viewing the content:url(image) part and not for the background part.
If bug 544710 gets fixed this bug will be automatically resolved with it.
