Basically, we want to hide old versions (that we are no longer working on) in the version list so when creating a new bug, it only shows the version(s) we are currently working on.  Right now we have about 25-30 different versions for each of our products, but we are only currently working in 3-4 versions of our software.  We don't want to delete the versions because that would limit our ability to search against older versions, which we don't want to lose.  

I see this implemented like this:
in the 'edit version' page, add an 'active' checkbox, which would enable selecting the version for editing and creating new bugs.  If 'active' is not checked, it will still show up in the advanced search, but it won't show up for editing and creating new bugs.  This could also be expanded for any other fields (including custom fields) that use a similar list of pre-determined values.
