I have locally stored HTML files that contain links. I open these links in a new tab using a scrollwheel. The locally stored HTML file is on my Bookmarks Toolbar. Eventually, the favicon, which is usually just a blank blue-tinged sheet, changes to match the favicon of the target site that I (presumably) most visited. This only affects the appearance of the favicons on the Bookmarks Toolbar.
Alternatively, one of my locally stored HTML files contained an Iframe that contained another locally stored HTML file that had links. Clicking on these Iframe links eventually affects the favicon of the parent document on the Bookmarks Toolbar.
Favicons eventually override each other, i.e. if the favicon in the Bookmarks Toolbar changed due to clicking a link, clicking another link enough will eventually replace that favicon with a new one.

Steps to Reproduce:
1. Have locally-stored HTML file bookmarked onto Bookmarks Toolbar
2. Click a link to an external website, into a new tab (or target="_blank")
3. Repeat
Actual Results:
Favicon of local file on Bookmarks Toolbar changes
Expected Results:
Left it alone as blue-tinged sheet default, or used the favicon defined by a meta tag (haven't tried to use this method).
