Trying to create a custom keyboard shortcut on a mac to zoom window (green button) doesn't work in firefox.  Works everywhere else.

Reproducible: Always

Steps to Reproduce:
1.Create a custom Keyboard Shortcut in the Keyboard&Mouse System Preferences. 
+ Application: Firefox or All, Menu Title: Zoom, Keyboard Shortcut: Apple-F11

2.Open firefox Window menu, click on Zoom.

3.Try the keyboard shortcut.
Actual Results:  
Using the mouse to click on Window > Zoom, works as expected (same as green button)

Using keyboard shortcut doesn't work.

Clicking on the Window menu to open it, and then using the keyboard shortcut,  it works.

I've tried this with safe-mode turned on and with a new profile, still have the same issue as the above user.
