We should remove nsIFileUtilities as part of bug 435330.

That patch also removes the nsIJVMAuthTools IDL file which I forgot when I remove OJI.

Hmm, maybe we should refuse to load XPCOM plugins before beginning to remove pieces. I'm going to put together code to do that first.
