Spun off from bug 493975. We want to refactor this into JavaScript, and probably update the idl a bit.

Not asking review for this, but this is a WiP patch. This changes our behavior a bit by converting to Unicode first, and then un-escaping. I think this is actually the right change to make, but I need to write tests before I'm anything close to confident about this.

I'm no longer working on this, but this patch is mostly done (really just lacking tests). Someone could easily take this and run with it.
