Separate Command Toolbar from Location Toolbar

Details
At the moment, the Command Toolbar (featuring Back, Forward, Reload, and Stop
buttons) and the Location Toolbar (featuring location field and `Search' button)
are combined into a single `Navigation Toolbar'. This limits users' ability to
customize the interface to suit them:
* they may want browsing controls and other buttons (like `Print' and `Text
Size', for example), without needing to see the location;
* they may need to see long URLs, and be frustrated that the location field is
constricted by the presence of the browsing controls in the same line;
* they may prefer their browsing controls on the right, rather than the left, of
the Location Bar.
Therefore, the Command Toolbar and the Location Toolbar should be split into two
separate toolbars. These could be horizontally aligned to achieve the current
layout, or realigned to achieve any of the layouts described above.
