on mac (maybe all platforms?) I cannot drag bookmarks on the Manage Bookmarks window. Make me wonder how one reorders them, or moves them into subfolders

Joe did you mean _in_ manage bookamarks or _on_ manage bookmarks? Ever since this bug came in I've been dragging my bookmarks around willy-nilly (just fine) on the Mac. I've decided to morph this bug based on recent comments. On all platforms with the 2000090604 builds you can't D&D any IE favorites(anywhere). I'm not sure if we ever could but I think so. Since D&D is working for everything else I'll take a stab and say this is an RDF thang and reassign to rjc.

I couldn't darg _in_ manage bookmarks. But now I can (although the feedback on the mac when dragging on item into a folder item is pretty painful).
