Reproducible: Always
Steps to Reproduce:
1. Go to ftp://maxi.selfip.net/pub/ or ftp://217.147.35.6/Visaginas/MUSIC/ACOUSTIC/
2. Enter a folder with a Russian name
3. In right-click menu select 'Save Link As'
Actual Results:
See error message 'The download cannot be saved because an unknown error occurred'. Repeat step 3 to download a file successfully.
Expected Results:
Download a file successfully from the first attempt.

Confirmed against Mozilla/5.0 (Windows NT 5.1; rv:8.0a1) Gecko/20110729 Firefox/8.0a1 ID:20110729030824 using the 2nd FTP Link.
It works if you set network.standard-url.encode-utf8;false.
This regressed insofar within http://bonsai.mozilla.org/cvsquery.cgi?treeid=default&module=PhoenixTinderbox&branch=HEAD&branchtype=match&dir=&file=&filetype=match&who=&whotype=match&sortby=Date&hours=2&date=explicit&mindate=2006-04-13+04&maxdate=2006-04-14+19&cvsroot=%2Fcvsroot that you get a 550 Read Error or the loaded Dir is empty.

This seems to be fixed. My guess is that bug 297395 fixed it.
Tested by downloading files containing cyrillic characters from: ftp://ftp.sc.ru/incoming/
