This is a follow up to bug 493601 which patched the original patch from bug 132759. The issue here is that we are doing a lot of extra processing of these events when they should be handled just once by the plugin procedure. The original flooding problems documented in bug 132759 were on older systems and code dating back to around 2002. These issues may have been addresses since through changes to our native event handling and improvements to the flash plugin. If possible removing the extra processing of these events would likely result in a performance gain when display flash content.
At this point (and assuming nothing comes up) this throttling has not been implemented in OOPP. The code in plugin win is essentially obsolete.
