I'm seeing this on 10.4.
Load the testcase and change the width of the window. At certain widths you'll see a red line which shouldn't be there.
This bug can also be seen in the downloads window on the "Clear List" button (which uses a CSS gradient since bug 508739): At certain window sizes there's a white line in the pixel row directly above the button's bottom border.
