Well it looks like this code is inside a frame and runs PHP too as well as JS for an input tag. So based on that changeset window listed, I guess I would have to say bug 506615, bug 507487, bug 499655 or bug 434733 made the changed behavior.
Did a quick check, if you right click on that portion of the webpage, choose This Frame, Open frame in new window, the drop down works fine. Its just when this php is attached the main web page it doesn't work, but maybe a look with firebug would help diagnose this one.

Landing bug 511951 fixed this and it and I'm pretty sure it was caused by 506615 being checked in. It should be Resolved Duplicate or Fixed with dependency updated.
