Ever since bug 178324 got checked in on 6/10, is when I believe when this regressed.

When clicking a link to a webpage or while a page is loading in general, if you minimize that page before it gets done loading. It will restore itself from the taskbar after page load is complete. Very annoying to say the least.

I personally witnessed it using builds from 6/26 & 7/18 everyday of use. I don't test each night's build because I wait out bad issues to get fixed so that's why there's a gap in the range.

Reproducible: Always

Steps to Reproduce:
1. Click a link to a webpage
2. Quickly minimize the window before the page completes loading
3. Witness window pop up when page is done loading
