Hi this is with 2000-09-06-21/Linux and a strip off from a bug reported in 6782.
If a page uses only one stylesheet, this stylesheet ususally doesn't have a
title="" value and therefore it doesn't appear in the View|Use stylesheet menu.
If the stylesheet doesn't have a title a default title should be used and append
after "None". Suggested name 'Author style'.

No, there is a clear difference between stylesheets with titles and those
without. Those without titles are persistent and should be handled by the same
mechanism as inline or embedded styles. Those with titles are preferred or
alternate. See the HTML4 spec:
http://www.w3.org/TR/html4/present/styles.html#h-14.3
Marking as duplicate of bug 51690, which should cover a single option to disable
inline styles, embedded style sheets, non-CSS presentational hints, and
persistent author stylesheets.
