package-compare is http://mxr.mozilla.org/comm-central/source/mail/installer/Makefile.in#114 (sample output down at the tail end of a Windows Tb build log) which is ugly since it doesn't know about wildcards, or bug 456923 comment 2 which expands just one level of wildcards, which is also ugly, but in both cases beats having no idea what you aren't packaging. I keep hoping to troll up someone who will do better for Fx, but maybe I should just land it ugly, and see if that encourages someone to improve it.
