Today I got a message with the following headers (reduce to the relevant ones)
To: "'John Foo'" <john@example.com>,
"'Judy Bar'" <judyn@example.com>
X-Mailer: Microsoft Office Outlook 11
X-MimeOLE: Produced By Microsoft MimeOLE V6.00.2900.3350
When I "bookmark" the email address (click on the star in the message view), it assumes the first name is "'John" and the last name is "Foo'" (without the double quotes "). As there is already guessing involved when determining the first and last name, the quotes should be removed as well.
Apart from that, some locales (e.g. German) sometimes write names like
Foo, John
and mean Foo = last name, John = first name. I know incorporating all these special cases for different locales is not easy, but actually necessary to make the guessing more useful in other locales (from what I remember, in Asia the last name is put first usually). I didn't find a bug about that, but I think it's certainly something to think about.

Confirming, stripping outer quotes from name parts of email address certainly makes sense when we are guessing and making suggestions.
Some details of comment 0 no longer apply (we have bugs filed that when silently auto-adding addresses when sending, we guess first and last fields, but for the controlled manual scenario of adding via star, surprisingly we don't).
