Windows Vista introduced a brand new wizard interface that's much easier for the general user. The interface would be used for things like the "Check foe updates..." window and any other similar windows.

Now that "Check for Updates" has moved this is not a use case anymore.
Profile-related UI stuff is going to be removed in the long term too, so using it there is also moot.
I guess what remains is the import/export and account creating stuff (latter in TB).
BTW, the Sync wizard seems to have already this look to some extend.
