The outdated plugins patch (bug 512787) was ready before the plugins update page (bug 512787) was ready, so a best-guess URL was used (stored in a pref). This will need to be updated if the URL of the plugins update page is different.
The relevant pref is: plugins.update.url
And its value is currently: https://www.mozilla.com/%LOCALE%/plugins/

Not necessarily blocks... but at least really really wanted. The functionality is there without this URL set correctly.
The patch from Reed seems good. The other alternative is to set it to the staging URL (depending on how long its expected to be on the staging server, of course).
