[IE] Show meaningful error for IE users on plugin check page

The plugin check page is just a page. Plenty of people are finding it by word of mouth, and not all may actually running Firefox. If a user views this page with IE it'll just not detect any plugins (though, detections can work on Safari and probably others). It may be helpful to simply detect IE here and say something simple in bold to the effect of "This page is designed for Mozilla browsers. Internet Explorer is not supported."
