When you are using the mouse and keyboard to switch through the previews in the All+Tabs panel multiple previews are highlighted.

The differentiation between hover and focus is intentional.

We only have another styling now. But the underlying issue is the same.

Ok, I have talked with Marco in-detail about this bug and finally we came to the conclusion to leave it as it is at the moment.
