one of the targets for 3.7 is to solve the fixed star panel implementation, with a detachable panel or a sidebar, see blocking bug for design details
Neil is working on new features for popups that could allow the popup to be detached in a window/sidebar, so this is probably sleeping for now

I would also suggest to make it display the extra fields of a bookmark that are currently visible in the Places window only (I mean "keyword", "description", "load in the sidebar").
