Is this the account setting or the general preferences? The account settings window didn't fit on my netbook screen (1024x600 running Win7), but I didn't notice any issues with the general preferences (or Options as it's called in Windows) dialog. There is a initiative to look into the whole Netbook experience of Thunderbird here: https://wiki.mozilla.org/Thunderbird/Netbooks

Perhaps we can use this as our Netbooks tracking bug. During this 3.0 -> 3.1 time frame we'll be putting a lot of work into making Thunderbird useful on Netbooks. This will likely mean a lot of different UI from existing Thunderbird and as such we'll be creating that through extensions. I can try to update this bug as we develop new extensions. However all the design specs and relevant information will be reflected on the wiki page linked above.

Sorry for being unclear - the problem is in the Account Settings panel.

Sometimes the bottom of the dialogue is hidden and the top is shown. In this case it is the top that is hidden.
