The first step to getting nightly updates for WinMo is generating complete mars. Once we have complete mars, it's trivial to generate snippets and have partials generated by the existing system. To generate complete mar files on other platforms, we currently --enable-update-packaging in the mozconfig, and then call 'make -C OBJDIR/tools/update-packaging.' I know blassey has generated mars for WinMo before, but I don't know if he was using the make target. There will likely be some work to do to sort out the mobile/ vs. xulrunner/ subdirs.
