This was done for Windows in bug 456535. There used to be an extension for Linux users, but development stopped once it was in for Windows.

Seems to have 5k-10k daily users on Linux so it seems to be a popular feature.

The problem with this that Alt normally doesn't activate the menu bar on Linux like it does on Windows. Currently, if this option was activated, you'd have to hit Alt+[some letter], e.g. Alt+F, to show the menu bar.
