We have discovered a bug where users are seeing the First Run page every time they restart the browser.  See (http://blog.mozilla.com/metrics/2009/11/27/what-people-say-after-a-firefox-update/) and (http://blog.mozilla.com/metrics/2010/01/05/55-of-new-users-install-old-versions-of-firefox/) for more details.

Bug 495735 does not appear to have fixed the issue.

As a stopgap, on their second view of the First Page, we would like to redirect visitors to: 

"a URL that we then redirected to Firefox Start, so that if in the future we could control that destination and point it to a help page, and in the present we can accurately count how many people have a cookie that says 'yeah, you've seen this before.'" (Beltzner's suggestion)

To allow users to intentionally navigate back to the First Run page, it would be ideal if the redirect only happened after a certain time delay (30 minutes?).
This sounds pretty serious (and odd). Mike, Steven...any thoughts on the best way to resolve this?

Is there a new Firefox bug filed on this issue?
I don't believe so.  

I think it's important to resolve this bug quickly.  Ken estimated that the underlying bug may affect up to 1% of users.  In our surveys, we have seen some very frustrated comments.  

If nothing else, this stopgap will help us determine the magnitude of the problem.

Closing old Mozilla.org website bugs due to them not being relevant to the new Python-based Bedrock system. Re-open if this is a critical bug and should be resolved on the new system too.

Was this ever resolved? Perhaps someone from the Metrics team can comment? Seems pretty serious if it's still true...

The Growth team is optimizing the /firstrun experience (tracking bug=1120706) and if by chance this is still an issue, we can reopen and investigating.
