I understand from other bugs that developers already have plans/wishes to implement this button. I must admit it'll be a handy button, in spite of the space it wastes. However, we should learn from past discussions about header pane toolbar that different people have different needs: Please implement this right-away as a fully customizable toolbar inside attachment pane, so that those who don't want this button, or need other buttons (detach, etc.), or don't want buttons at all, can customize things to their need, which includes not showing the toolbar.

Fixed by bug 282068, with a customizable toolbar (but only the save button).
