A Japanese user reported that he couldn't scroll with TrackPoint. He uses USB Travel Keyboard. He could enable scroll by changing a value of ui.trackpoint_hack.enabled to 1. So I'm sure it's a TrackPoint detection failure. He found a TrackPoint registry key under "HKEY_CURRENT_USER\Software\Synaptics\SynTPEnh\UltraNavUSB". See the URL field for details (Japanese).
