Both the mozilla and commercial installers include the "res" folder which is full of throbber images for viewer (30 of them) and viewer's test HTML files for menus that are hidden. There's no need to package these files at all.

We do need *some* stuff out of res, like html.css. See bug 41567. We should just be able to edit the package file.
