We're getting rid of child widgets. XUL trees are one of the few remaining users of child widgets.

This is pretty easy. The widget is only used for scrolling, and we can just scroll whatever ancestor widget we have.

Note, this scrolling method is still pretty broken --- if there's covering content, it will be corrupted. But that was true before and I don't want to fix it now.
