Reproducible: Always
Steps to Reproduce:
Render a simple page like this:
<html>
<body>
<input style="height: 50px" value="One" />
</body>
</html>
Actual Results:
"One" is not top aligned within the input field..
Expected Results:
"One" to be top aligned within the input field.

I have attached a picture demonstrating the issue.

That is intended, as a result of bug 481751 (afaict).
WebKit (Safari/Chrome) and Opera 10.0+ display exactly the same.
