Would need to be in a 1.1 API. This would make the server-side cleanup more explicit, and driven by client stuff. It would also mean tabs and client records could be added to the mix on different expiry timelines without needing server updates. (We want those to expire at some point TBD, in order to stop showing stale tabs, and to ensure clients slow down syncing if applicable.)
