Pressing the F6 key no longer focuses the location bar when the tabbar is on top. Pressing the F6 now focuses the active tab and places a focus ring around its title.

It looks like an new way to trigger an old bug: bug 249735.

F6 doesn't actually mean "focus the location bar" but something like "focus the first focusable element in the next frame". E.g. if you put the search bar before the location bar, it would have focused the search bar.

Hmm, that is true. This would still break users habits of pressing F6 that would have normally focused the location bar when the tabs were on the bottom especially since tabs on top will be default.

It's not settled that it will be the default.
