Olli and I tried to discuss this on whatwg mailing list because PutForwards is odd but it doesn't look like people agree.
If this is not removed, we will have to implement it.

What were the disagreements about? The way I see it, any use of PutForwards is fundamentally a spec bug. We're stuck with that mess for Location, but going forward there's no reason to do it.

Exactly. PutForwards is ugly, and in this case there is also the inconsistency
problem between different htmlFor propertie; usually it is string, but with output
element it is tokenlist.
