There's no pretty API as in Vista so we've got to be creative or punt on fixing this.
We could possibly detect this by checking the overscan settings of the current display mode on the primary monitor. We'd of course have to monitor display mode changes for handling monitor switches.
Yeah, this is tough. I won't cry too hard if we can't fix it, but we should at least try.
Sorry for resurrecting this old but NEW bug (found it by accident), but wouldn't it be easier to detect how the monitor is connected? If it's VGA then ClearType is not a good choice (since it's probably a CRT, but even on LCDs, projectors, etc. it might not be such a good idea since the analogue conversion/synchronisation causes artifacts).
